Now I am not sure my answer went trough.

Aha, indeed
/usr/bin/cpan IPC::Run

Solved my problem and I can run now commit-patch! Thanks a lot that
saved my day.

I only can warmly recommend this package to all emacs users. I know that
mercurial (and I presume git as well) have some nice command line
interface, especially with the 
[ui]
interface = curses

Setting, but the emacs support is quite nice.
