Confirming a failure on 10.14.6/Xcode 11.3.1. Unclear if it's a macOS 
version issue or if a dependency changed

Our watchman is pretty old, but even the immediate next release 
completely changes the build system and adds many dependencies that we 
don't have, some of which might be impossible(?).
