Bootstrap fails on MacOS 15.1 / Xcode 16.1 arm64

I think Xcode is picky about defining functions before they are used and bootstrap is installing some older packages that have not been revised.

dpkg is one and so is libiconv

Also include the following system information:
Package manager version: 0.45.99.git
Distribution version: selfupdate-point (bootstrap), 15.0, arm64
Trees: local/main stable/main
Xcode.app: 16.1
Xcode command-line tools: 16.1.0.0.1.1729049160
Max. Fink build jobs:  8

And

New package: dists/stable/main/binary-darwin-arm64/base/gperf_3.1-2_darwin-arm64.deb
Can't exec "/opt/sw/bin/dpkg-deb": No such file or directory at /Users/sth/Documents/Sources/fink-upstream/perlmod/Fink/Scanpackages.pm line 362.

During bootstrap there are a couple of packages that can’t be found on fink masters
dpkg and binutils

Old versions??
