That file was supposed to be  installed by gtk+2-dev (at least up  
until 2.12.11-2):

$ dpkg -S filesystem.h
gtk+2-dev: /sw/include/gtk-2.0/gtk/gtkfilesystem.h

But it seems not to be there in 2.14.3-1.
