I prefer to have it available as soon as it is written, giving me time 
to translate at my own pace, and hence avoid brute force of overriding 
the French file by English committer, without knowing it and within an 
unreasonable delay, if any delay at all.

For this to work, it would have been wise (or it would be wise) to post 
the commit on the translation mailing list and not hope that by some 
magic, the translators know there is a new chunk of text.

A coming soon entity seems a good way to go, providing that the 
resulting code reminds that this is a coming soon chunk of text, not a 
basic commented out portion of text, in order to distinguish them from 
obsolete chunks of text. And that English committers do no forget to 
change the English file (and only this one please) when the feature is 
available.
