Usage and Installation files

As they are now, the files are only English ones.

Could it be possible to make them internationalized as they are of no 
help for users who cannot English? Or at least if not possible/wanted 
to have a process for doc/bundled English only another one 
internationalized for regular doc on the web site?

The processing of those files generates two lines: the one for html 
files (generated by $fink...) and the one for php file (Last updated by 
... on ...). Both lines appear in the php files on the web site.
For one of them the line generated by $fink appear at the top of the 
file, for the other at the bottom file, could it be possible to 
suppress them, since there are of no interest to the user.
