It is not very useful as is, if I take only the States where people may 
speak French:
France, Canada, Switzerland, Belgium

but in the last three ones, you have also another language(s):
Canada: English
Switzerland: German, Italian, Roman
Belgium: Dutch, German

Not to mention communities in all those States, which may be 
particularly important ones:
Spanish, Italian, Portuguese, Turkish, Arabian for example

There are two problems here: first languages for which no pages are not 
translated at all and need a debut, the dummy pages maybe useful here. 
Though I don't find the refresh or click very user-friendly, but I 
cannot think of another way to do it, maybe a refresh is better than a 
click, provided that the delay is very short, but hence you may not 
have the opportunity to read the message.

Second, languages for which some pages are already translated, here a 
message at the top of the main page seems better to me. The message is 
here, (maybe translated into the language, better than in English), but 
the user can read the pages already translated.

I think that a message in a native Mac forum may give more feedback. 
And also a real support on the mailing list.
