I've seen it, but does it presuppose that the user effectively has his 
system language == his native language? In which case it could be far 
from the reality, but well better that nothing at all.

Then a very concise message would be good.

Do you plan to do it (I think especially of those languages which have 
not been updated since some time). It does not give a good image, does 
it? (that's my feeling).

Well, not sure, such a message is not jargon. I give you here what I've 
faced when working with French translation: there were a lot of people 
for translating the small php files, but for the xml files (especially 
the faq, the porting guide, and the packaging manual), which are more 
technical, there were very few people.

Then the message would be very long, hence the delay for refreshing 
would be too long.

Maybe a link to the internationalization guide, which can have a 
special paragraph on how to spread the word etc...

Anyway, it would be useful to have in the internationalization guide 
some template message for forum, besides the technical aspects of 
translation, there is a need for the organizational aspects, something 
very flexible, more hints/proposals about ways to do it.
