I think this is a great strategy!  But I'm a bit concerned about the 
impact of having too many "empty" language pages on the site at any 
given time.  Right now, somebody going to the site will first think 
"Wow, look at all those languages" but if they start clicking on the 
flags, they quickly find out that we don't have so many.

Why don't we start with 4 or 5 empty languages, (chosen based on your 
access statistics).  If we successfully recruit volunteers from those 
places, we can expand to the rest of the list.
