Some thoughts about Makefile in xml

Is the dropping of multilingual and netetiquette in the list  normal?

I would have think that in the hope to get more translators, it could 
be useful to deliver also multilingual, then for netiquette, it cannot 
do no harm to put it also, no?

quick-start-pkg is also missing, would be very useful for new 
maintainers.
