[TRANSLATE] new news item

Dear fink-i18n, I added a news item about the availability of the new gcc updater. Because I hadn't followed the discussion here last week, I edited all of the news.*.xml files to include this item. I now realize that perhaps this was not what I should have done. In any event, the language teams are now invited to translate this new news item. I'm not sure what I think the correct policy should be, by the way. When something is "news", it means we want to get the information to our users as soon as we can. Isn't providing an english-language version of the news item (while we wait for the translation) a step towards this goal? Unlike the other areas of the documentation, in the case of "news", the timing may be critical.
