Makefile/build system changes

This is a plea to the fink-i18n group to exercise more care in cvs commits.
If you are having trouble with a Makefile, or don't understand the build
system fully, please experiment on your local system and ask questions on
the list, *before* committing.  When you commit to cvs, and particularly if
you happen to break something, everyone who is working on fink suffers.
