[fink:feature-requests] #246 Xcode 11.3.1 no package receipt for CLTs

Apple frequently loses installer receipts upon system upgrades. A generally succesful fix is to download the CLT installer from developer.apple.com (free account) and run the installer manually (vs using `xcode-select --install`). I just updated to Xcode11.3.1 (from 11.3) and Fink sees my CLT.

I bought a 2019 16" MacBook Pro which only runs Catalina, XCode version 11.3.1 w/Command Line Tools included. I could install because it can't find a package receipt for CLTs My iMac installed things fine same versions of everything. Maybe an old package receipt is somewhere. I can hack ther bootstrap perl script if I must, but I would sleep better at night if the fink team would fix this or point out ideas on whats going on.
