Yes, I upgraded my iMac that way and everything works as expected. On my MacBook Pro, I didn't have to install CLT, it came with XCode 11.3.1 from the App Store. I know this because BBEdit didn't whine about CTL not being installed and I saw a CLT update in the App Store being applied,

I tried to install CLT manually as you suggested, but the installer quit saying CLTs already installed.

I couldn't wait any longer, so reinstalled OS after removing XCode. Reinstalling EVERYTHING and it worked like a champ, don't know what went wrong.

I bought a 2019 16" MacBook Pro which only runs Catalina, XCode version 11.3.1 w/Command Line Tools included. I could install because it can't find a package receipt for CLTs My iMac installed things fine same versions of everything. Maybe an old package receipt is somewhere. I can hack ther bootstrap perl script if I must, but I would sleep better at night if the fink team would fix this or point out ideas on whats going on.
