I think it is not possible to use this module under Cygwin.

The functions are not implemented in Cygwin and therefore the needed
sys/sockio.h header is not present (the macros you're missing are
usually defined in sys/sockio.h).

Probably it will compile if you define the missing macros, but it will
not work correct.
