Using ptkdb under cygwin

I'm trying to use the ptkdb debugger under cygwin and I get the error listed
below.  The program works without the debugger or with the -d debugger.

I've installed Tk800.025 and Devel-ptkdb-1.108 from .tgz files.

What do I need to do to get this working?
