Well, it sounds like a good feature.  From perl584delta.pod:

Malloc wrapping

Perl can now be built to detect attempts to assign pathologically
large chunks of memory. Previously such assignments would suffer from
integer wrap-around during size calculations causing a misallocation,
which would crash perl, and could theoretically be used for "stack
smashing" attacks.

Is there a reason not to use it?

I don't think they are.  If I run 'Configure' interactively, I get:
    Build a threading Perl? [n] 
and
    Try to use 64-bit integers, if available? [n] 
Or

People could do those things, true, but it's easier for me to tell
them all the option with one command than to try to tell them how
to edit a couple of files.  Further, the command line options
highlight how the build will differ from the defaults.
