What to do when cpan module fails to install

Hi

I'm a newbie here, I type cpan from the console to install modules. Either it works or the module
fails to install. I never know what to do if an install fails. I guess there must be Cygwin
particularities, or a FAQ can you please help, and please be kind if I should have gone somewhere
obvious!

The latest which failed was SOAP::Lite
