When the SSL DLL is loaded and perl forks a task, the SSL DLL cannot be
loaded at the same address from the child process, this is a known issue
with windows, e.g. with perl/openssl and perl/zlib.
The only help is to rebase all Cygwin DLLs, there is a package / tool to
do this: rebase, but read the docs twice before starting to rebase!
Usual problems are that rebaseall just 'knows' about the setup installed
DLLs, it doesn't scan the whole drive for self compiled libraries or
perl modules. So you'll need to find / write a script which looks what
DLLs are available and does rebasing on *all* the DLLs found.
