[1.7] New: python-cairo-1.8.6-1

The following package has been added to the Cygwin 1.7 distribution:

* python-cairo-1.8.6-1

pycairo provides Python bindings to the cairo vector graphics library. 
It is a prerequisite of the updated python-gtk2.0.
