To participate in this discussion I just sent an email to [email protected],
I use the browser MS Edge Version 109+ 32 bit.

You say:

I mean that is a link to download a file that does not work.

It is just an ordinary public ISP for citizens. I am not opening its name
because of I think it is not important for my problem.

believe the operation/s does/do not work?"

The file does start a download process in the browser but when the download
is about 50 - 100 kb of the whole date it stops and then nothing matters.
Other types of browser, Firefox for example, return the same situation. I
cannot do anything more.

"I just downloaded and executed Cygwin Setup a few different ways with no
problem, and all the files have the same hash and contents as that used for
my last local upgrade of all Cygwin packages."

I don't know what you are talking about, I just want to know why the file
from that link is broken for me.
