I just downloaded the setup-x86_64.exe file from Malaysia again, and no
issues were found.

I believe you failed to download because your ISP is blocking access. If
you are from Russia, highly likely that your ISP is filtering files from
outside the country.

As an alternative, you might want to use a VPS in a different country, eg.
from Europe, download the setup-x86_64.exe in that VPS, then later transfer
to your laptop, or use a VPN to connect to a remote location outside your
country.
