We don't know!

I confirmed that I can also download and execute the file, with its 
expected size of ~1.6MB.

Since we are not inundated with people screaming about this, the obvious 
conclusion to draw is that this is some peculiarity of your computer, 
network, proxy or ISP causing a problem only for you.

As a workaround, you might try accessing the files via:

https://www.cygwin.com/install.html
https://cygwin.com/setup/
