So digging a bit more, I may close this as 'won't fix'. Or I may leave it open
since there's another bug.

Specifically, /root's dot files are installed by pkgbase. This is a design
botch, imho, but it's what we have right now. /.login vs /root/.login are a bit
of a mess that's a historical holdover from way back when. It's unclear to me
how to unwind it, so I'm going to just leave this note for now.
