Yes, they are.

It's not just confusing, it's wrong.  You claim that “src.conf is not
invariant across all builds of a specific FreeBSD version”, but it is.
It is not generated at build time, it is generated manually when its
inputs change and then checked into the repository, so all builds of the
same version get the exact same file.
