What is the point of @headless as it is currently designed?

Only thing I've been able to come up with so far is "for people who want a =
JDK
on a headless server but either do not want any Java-based ports on the
machine, or else want all three of (1) Java-based ports, (2) a JDK that can=

used with those Java-based ports, and (3) an entirely separate JDK that can=

do anything that they couldn't already do with the JDK mentioned in #2",
which... seems like it's probably a rather niche set of desires.

To be clear, I'm asking this only out of curiosity, because I feel like I'm
missing something here. As relates to my original bug report, I'm perfectly
fine with just continuing to use @jdk.
