Thanks for picking this up so quickly.

I did some more testing yesterday evening and it made it confusing.

Started downgrading the OS, 15.1, 14.4, 14.0, 13.5, previous 13.3 truenas. No
luck with WOL.
Then I unplugged the power until the light of the NIC went off. Plugged power
back in and booted again. And after that WOL worked. With all freebsd versions.

But something I also changed after the power re-plug. As the first few WOL
packets didn't boot the machine, I started sending a dozen of them (out of
frustration) and then ... it booted.
Sometimes it boots after a few, sometimes after ten, sometimes one WOL packet,
wait a couple of seconds, send another and then it boots.

So. What to say? It is hard to see what measurement had what effect. Also
because a turned off machine without a screen does not give a lot of indication
of what is happening inside.
I remember WOL to be more smooth in the past on this machine.  But my claim of
WOL not working on this NIC in 15.1 is a lot weaker now.

Are there specific scenarios to test to pinpoint situations in which it breaks?
Related to poweroff(8), unplug, etc.
Is it a known scenario that re-plugging the power can "fix" WOL?

I can also test your patch in combination with the scenarios of my question
above. But I like to get to a repeatable non-working test case. So we know the
patch fixes something.
