Its very possible the WOL bits were set by the BIOS and the driver cleared some
stuff it shouldn't have. And, different versions of our driver were more or
less aggressive at doing that.

The digging by nick is hopefully making the driver be more specific about
enabling/disabling bits rather than "hoping" it works by whatever the boot flow
is doing.
