Updated patch to use local blake3 lib

I've switched to the local blake3 lib (libblake3.so:devel) and did the same QA
as for the previous patch, most interestingly:

- poudriere testport with default options (ARM64):
 - FreeBSD 15.1-RELEASE
 - FreeBSD 15.0-RELEASE
 = FreeBSD 14.4-RELEASE
- ran tests of xdelta3

Apart from that, I addressed the minor issues mentioned in the above comments.

Can this land now?
