The installer works as expected when run in a pseries guest (PowerKVM) with
only a serial console.

As far as I came with debugging, /etc/rc.local uses the runconsoles helper
which (AFAIU) is supposed to start the installer on multiple consoles so that
depending on which one the user is using, they can continue.

However, the terminal selection is part of the application runconsoles manages,
so why does it only exit _after_ selecting the terminal, not immediately as I
would expect if it required a framebuffer to work?
