Stumble on this in too, using XDM.
But try this; 

Section "InputClass"
    Identifier "libinput keyboard catchall"
    MatchIsKeyboard "on"
    MatchDevicePath "/dev/input/event*"
    Driver "libinput"
    Option "XkbRules" "evdev"
EndSection

It did make it work for me.
