Can you add -Dvideo-codecs="vc1dec,h264dec,h264enc,h265dec,h265enc" to
graphics/mesa-dri for Vulkan Video on Intel GPUs? It's a new feature in Mesa
23.0: see bug 272575, ports aada4209a3b0 and
