Only on supported devices from Kepler family. Value needs to be between Min and Max Power Limit as reported by nvidia-smi. Requires root. and your GeForce GTX 1650 is a Turing generation of GPU, not Kepler. Note that the manpage is for 580.65.06 (Beta), as I'm now testing it for upcoming NFB or Production Branch of drivers. Isn't it the cause of your issue?
