Setting the power limit works fine with or without enabling persistence mode -
at least according to the output of nvidia-smi. I just enabled persistence mode
to get rid of the warning.

Back to the original problem:
It's now only a minor issue for me since I can easily avoid panics by making
sure persistence mode is off when shutting down Xorg.
