What I know is - on an old Toshiba laptop, I must set hw.syscons.disable=1
before I can load radeonkms in rc.conf.

That's been an issue for a while now. Example:

I don't know if this relates to your drm.ko load failure.

There does appear to be effort to build drivers without sc.
