We're for a way to improve handling of the net-im/tg_owt version, could you
guide me how to improve that: tg_owt is the date-based material, no official
releases, https://github.com/desktop-app/tg_owt.

In case we (fluffy and osa) see a new commit in the tree, we
update the version with the date the commit was made.

Last time it was a typo, we'd definitely need to bump version with
the actual year, fluffy is going to fix that asap.  Thanks, Dima!
