This is probably what you mean, but AFAIK, COUNTRY.SYS is a dummy data 
file (as KEYBOARD.SYS), and not a file containing code, right?
It is supposed to be used by NLSFUNC and KERNEL at COUNTRY= parsing, if 
I recall correctly...
