CWSDPMI is too big. EMM386 also don't really need disk swapping. 
PMODE/DJ would be better. It is much smaller and has most CWSDPMI features.

It can be also used from REAL MODE. Then it will not use the Extended 
Memory Pool from a memory manager.

I think, EMS and XMS/DPMI/... should be splittet into two programs.
