cvs tags

Hi,

when I come to check in libihash, I better make a tag (thanks to ams
for reminding me of that as well).

However, do I make a tag on all files, or is it sufficient to tag only
the files I modify?  That seems to be a policy decision to me rather
than anything else.  What do you think?
