Since you will be touching callers all over, there is no easy subdirectory to confine it to. The normal way cvs tags are used is that files w/o the tag are absent, and there is no other way to indicate absence. So if you don't tag everything, it becomes a pain to refer to the whole state of the tree as of the tag.
