To support both "native" and "modular" X11_TYPEs you need to include
per-library buildlink3.mk files instead of
mk/x11.buildlink3.mk

Get a multimedia-share/Makefile.depends as an example.

Also have a look at, for example, x11/libXt/buildlink3.mk
or x11/libXaw/buildlink3.mk.

This will show you how it works internally.
