If I understand correctly kegs source,
it is enough to add the following line to Makefile
(builds successfully on NetBSD/x86/native-X and Linux/x86/modular XOrg
but still needs testing)
BUILD_MAKE_FLAGS+= CCOPTS=${CFLAGS}
