sdboot (was Re: Autoconf-ing mklifboot)

I did a little cleanup.
- Include fix of kern/24809 (code from dsl).
- Changed license of some files to less restrictive one.
- iplsum.c: Use stdio, not open(2)/read(2)/etc.
- Fix archive botch.
- and other cleanup

The archive also contains compiled binary.
(NetBSD shar(1) can't handle binary files and I edited it by hand. :)
