No, surely not intentional. Sometimes bulk builds (that produce packages for uploads) have packages that fail. Usually people try to fix things, and the reailty is somewhat messy. Are you building pkgsrc current, or the 2020Q1 branch? That package set looks to be from 2019Q4.
