You might first try "Apple HD SC Setup 3.0.1 (A/UX)" - not the 3.1 version
you sometimes find online. This reportedly formats just about anything.
I've occasionaly needed it to format and partition a drive... which I could
_then_ update with HD SC Setup 7.3.5. You may find a link to it on, or
near, the page by Ernst Oud explaining how to patch 7.3.5 to be
more-or-less agnostic:

There are many other formatting utilities that should allow a format of
those drives e.g. MicroNet Utility v7.2.7, Lido 7.56, or APS Power Tools.
I think at least the last one is mentioned in a *BSD faq somewhere.

I've rarely found a SCSI drive that can't be formatted with the patched
Apple formatter. You seem to have found 3. I'd suggest that you consider
that the problem is not with the drives per se, nor the formatter, but
where they are hardware-wise... Are you trying to format them while they're
housed in a particular external case or on the same socket of a particular
ribbon cable? Do you get the same error if you swap the internal and the
external drives, or for position on the cable? etc.
