1.  download ports.tar.gz,
2.  expand it into /usr/ports,
3.  `cd /usr/ports`
4.  `make search key=php`
5.  `make search mysql`

This will require about 200 MB.  php and mysql have ports for mac68k.

The ports tree installation technique is rather simple, although on a 
68k Mac it may take quite a while:
 > `cd <the port directory you want>`
 > `make install`

You can also check <http://www.openbsd.org/3.2_packages/m68k.html> (or 
the appropriate directory for your OBSD).  I don't see a precompiled 
php or mysql package, though.
