I suspect you are running into two problems...

1) As Joel pointed out, two drives has been a problem in the past.  

2) The Mac Classic II is based on the LC-II.  I haven't tried doing
anything with my LC-II after verifing it DID boot OpenBSD some time
back, however something has broke a lot of the older systems since
then -- my LCIII and IIsi's stopped working some time back, and
unfortunately, I have not persued getting the info to the appropriate
knowledgable people.
