You need to set up your /export/vax directory.

tar xvzpf the base36/etc36 install sets under there, and run a
sh MAKEDEV all in the /var/eport/vax/dev directory, set up
the /var/export/vax/etc/fstab, set a root password and a few
other things I'm probably forgetting and you should be good
to go.
