Is this a new behavior? You had it work correctly before? Or you
are just putting into service, for the first time, a new acquisition?

Beside the failure to boot from the network, I don't see anything
wrong.

Also, because of the failure, I would say it suggest a rarp, mop
problem or maybe a failure to run openbsd boot code (boot.mop?).

A keyboard for input is a must. Although, you could get by with
running diskless without one.
