Does it matter? (no)
Does this one file "complete" the differences between an upgraded system
and a fresh install, in a way that will not break anyone's system?  (no)

Pretty clearly stated: "...the results are not intended to precisely
match the results of a wipe-and-reload installation."

Past upgrades have left huge numbers of "ash" files laying around, this
one will, too.  I'm not entirely sure why current.html ended up with
such a large list of files to delete this cycle, some were important I'm
sure, a lot were just a tad bit of vengence, I suspect.

IF someone wishes to analyze every file on the system that is different
between 4.8 and 4.9 for potential issues if deleted and present that,
ok, fine, but I'm not really too excited about each and every man page
or other file that is left on a system after an upgrade, and I don't
like this file changing a lot over unimportant items.
